Management

The management overseas the daily running of the KADIPA office. They ensure that all the policies of the Government with regards the business environment and investment promotion are pursued vigorously to achieve the desired results.

The management is headed by an Executive Secretary and four other highly skilled and thoroughbred professionals. Below are the profiles of the members of the management team

Umma Yusuf Aboki
Executive Secretary

Umma Yusuf Aboki is the Executive Secretary of Kaduna Investment Promotion Agency (KADIPA).

She holds a Masters degree in Finance and Controlling from Swiss Management Center and a B.Sc Statistics from University of Maiduguri and has over 20 years of experience spanning various sectors in the Banking Industry having worked with various Banks; amongst which are Guaranty Trust Bank Plc and Sterling Bank Plc, rising to a Deputy General Manager She was the former Head of Commercial Banking North-West Division and Assistant General Manager, Guaranty Trust Bank Plc.

In November 2017, she was appointed Special Adviser, Economic and Investment Matters and appointed as Executive Secretary of Kaduna Investment Promotion Agency (KADIPA) in February 2018 in addition.

Muhammad Hafiz Bayero
Head, Investor relations

Muhammad Hafiz Bayero studied at the University of Aston in Birmingham, England, where he obtained a degree in Chemical Engineering. He also has an M.Sc. in Process Engineering and Business from the University of Warwick. He has worked with the Nigeria Liquefied Natural Gas Limited (NLNG). He is a co-founder of the Rescue Kaduna Group and was a member of the Infrastructure sub-committee of the Transition Committee.

He served as the Administrative Secretary in the Steering Committee (the highest decision making body) of Governor Nasir El-Rufai’s Gubernatorial Campaign Organization. He was also a member of the Committee on Civil Societies and NGOs during the campaign.

In Government, he currently serves as the Special Assistant to the Governor on Job Creation and at the same time, Head of Investor Relations Department at the Kaduna Investment Promotion Agency in the office of the Governor.

Halima Mohammed
Halima Mohammed
Head, Research and Strategy

Halima is the Head of Research and Strategy at KADIPA.

Halima holds a law degree from the University of Abuja, an MA in International Relations and Diplomacy from the American Graduate School of Paris and another MA in Diplomacy from the University of Westminster’s Paris Campus in France.

Halima has 14 years experience managing economic development projects at the Federal level for development partners like DFID and the World Bank. She has worked in several important projects like DFID’s State and Local Government Project (SLGP), DFID’s Federal Public Service Reform Program (FPSRP), Federal Public Administrative Reform Program (FEPAR), and the Facility for Oil Sector Transparency (FOSTER), to name a few. Halima was part of the team that set up FCTA’s Central Budget Office and the Abuja Enterprise Agency.

In 2015, Halima was recruited to set up an office of Strategy Management for the Honourable Minister of Interior which she did until she was appointed in March 2018 as Head of Research and Strategy at the Kaduna Investment Promotion Agency (KADIPA).

Hadiza Yahaya Hamza (Mrs)
Head PPP and Privatization

Hadiza was born in Kaduna, Kaduna State. She attended the Ahmadu Bello University Zaria in Kaduna State and graduated with a B.SC Degree in Business Administration in 1998. After the compulsory National Youth Corps programme she joined the Bureau of Public Enterprises as an Enterprise Officer. Hadiza has held various positions rising to Principal Enterprise Officer.  While at the BPE she participated in the divestiture of Federal Government of Nigeria’s shareholding in oil marketing companies, cement companies, and banks through Initial Public Offering of the shares of the companies on the Nigerian Stock Exchange as well the introduction of private sector participation in various public enterprises including the Nigerian Railway Corporation.

Hadiza joined the Kaduna State Government in October of 2015 as the Senior Special Assistant to the Governor on Investment Promotion. In addition to her role as the SSA to the Governor, she became the Head, PPP & Privatisation of the Kaduna Investment Promotion Agency in May 2016.

Nufi Barnabas Yohanna
Head Legal/Legal Adviser/Administration & Finance

Nufi is a corporate and commercial lawyer with over a decade experience in Litigation and ADR, Regulatory Compliance, Real Estate and Infrastructure PPP Navigation and Resiliency Strategy.

An APMG Certified PPP Professional (CP3P) UK, a certification of the World Bank Group, European Development Bank for Reconstruction and Development, Islamic Development Bank, Inter-America Development fund and the multilateral Investment Fund.

A holder of PPP Awareness Certificate of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), a graduate of the University of Abuja, Nigeria and an alumnus of the Institute of Public Private Partnerships (IP3), Washington D.C.

Nufi had served as an intern in the Law Firm of Chris Uche (SAN) & Co, as Counsel in the Law Firms of O.A. Omonuwa (SAN) & Co and Zakari  A. Sogfa and Co. He was the Managing Partner of Mutum Solicitors.

He was appointed Technical Assistant, Legal Matters, Kaduna State Government House in 2015 and is currently, the Legal Adviser and Acting Head of Finance and Administration for Kaduna Investment Promotion Agency.
